Dr. Timothy (Tim) Kerns has served as Director of the Maryland Department of Transportation Motor Vehicle Administration’s (MDOT MVA) Highway Safety Office since December 2018. He oversees statewide highway safety programs focused on reducing traffic fatalities and serious injuries through data-driven strategies and partnerships. Prior to joining MDOT MVA, Dr. Kerns spent 29 years at the University of Maryland’s National Study Center for Trauma and EMS, where he served as a research associate and epidemiologist. His work included managing data integration and crash biomechanics programs and supporting Maryland’s Occupant Protection Use Survey. Dr. Kerns has served as a subject-matter expert in traffic records, occupant protection, impaired driving, and pedestrian and bicycle safety. He co-chairs the Governor’s Highway Safety Association Research Committee and serves on the board of the Maryland Division of the American Trauma Society. He holds a Ph.D. in Epidemiology from the University of Maryland, Baltimore.
