Lamin Williams is the Director of the Office of Planning and Preliminary Engineering for the Maryland Department of Transportation, State Highway Administration. The Office is responsible for short and long-range highway and multimodal planning, environmental planning, capital programming, performance-based planning, and highway statistics. Lamin previously served as the FHWA Division Administrator for the District of Columbia. Prior to his role as Division Administrator, Lamin served in various positions with the FHWA beginning in 2025. He worked in Maryland, California, Pennsylvania, Ohio, Arizona, Washington, and Connecticut. Lamin has a Bachelor of Science in Civil Engineering from California State University, Chico, and a Graduate Certificate in Project Management from The George Washington University. In 2019, he received the FHWA Administrator’s Superior Achievement Award.
