Noah Harper, AICP, is a regional transportation planner with the Massachusetts Department of Transportation, where he works with municipalities to advance local transportation projects and assist with federal grant applications and coordination. In his previous work as a planning consultant, he prepared housing plans for communities across Massachusetts and advised the MBTA on transit-oriented development policy. He is a member of the board of the Congress for the New Urbanism’s New England Chapter, and writes about urbanism in his Substack, Power and Place.
