Ray Biggs II, Senior Project Director for Maryland Transit Administration's (MTA) Purple Line, is an experienced transit infrastructure professional who assumed a critical leadership role on the project in 2023. Ray's direction of cross-functional teams has guided the mega P3 (public-private partnership) through accelerated construction and dynamic testing of the new 16-mile light rail alignment connecting densely populated Maryland communities bordering Washington, DC. Working with partners and stakeholders, Ray and his team have navigated challenges across Montgomery and Prince George's counties in complex construction zones directly impacting the University of Maryland (UMD) campus in College Park and successfully managed intricate utility relocations. MTA Purple Line recently celebrated a major milestone: the installation of the final piece of continuous track, completing the 16-mile east-west line. In the fall of 2025, the last light rail vehicle (LRV) was delivered to Maryland, completing the 28-vehicle fleet. Also in late 2025, the highly anticipated rollout of live-wire LRV testing began and has continued into 2026, including crossings of UMD's main campus. With a background steeped in transportation and engineering project management, Ray brings more than 15 years of experience across federal, state, and private-sector transportation organizations, including senior leadership roles at the Federal Transit Administration. His career has focused on strengthening governance, risk management, and delivery discipline on complex infrastructure initiatives. Ray holds a bachelor’s degree in civil engineering from the Georgia Institute of Technology, an MBA from the George Washington University, and he is a 2024 recipient of Mass Transit’s 40 Under 40 Award.
