Implementing Meaningful Safety Improvements on a Shoestring Budget
With constrained capital improvement budgets for transportation agencies that include flat revenue with escalating costs, opportunities for significant capital improvements for safety can be slow in coming. Agencies need to look for opportunities to implement meaningful safety improvements, such as all-way stop control for rural intersections and conversion of passing lanes (that promote excess speed) to two-way left turn lanes, whenever and wherever possible. This requires a shift in culture to put highway safety front and center for all projects and activities.
