Raymond L. Moravec, P.E. – Maryland Department of Transportation, State Highway Administration, Deputy Chief Engineer for Planning, Engineering, and Real Estate Ray Moravec started his career with the Maryland State Highway Administration (SHA) in August 1990 as Transportation Engineer, in the Project Planning Division of the Office of Planning and Preliminary Engineering (OPPE), after graduating with a degree in Civil Engineering from Penn State University. During his time in OPPE, Ray participated in the Graduate Engineering Training Program with rotational assignments in Construction, the Office of Highway Development, and the Office of Traffic and Safety. He also participated in the Chief Engineers Rotation Program, where he began his involvement with the Maryland Quality Initiative to promote partnering and collaboration in all phases of transportation development, including planning, design, construction, and supply. Ray continued to advance in his career to the role of Project Manager in OPPE, working on various projects, including the US 301 South Corridor Transportation Study, MD 5 Leonardtown, and the MD 32 widening from MD 108 to MD 32. In November1999, Ray decided to take an opportunity working on the private side as a Transportation Consultant for the next 23 years, working in the Mid-Atlantic Region with projects in Maryland, Virginia, Delaware, Pennsylvania, Michigan, Massachusetts, Minnesota, Texas, and the District of Columbia. In Maryland, Ray had the pleasure of working on several multi-modal transportation projects, including the Woodrow Wilson Memorial Bridge, Intercounty Connector (MD200), I-95 Electronic Toll Lanes, and the Baltimore Red Line Light Rail Transit Project. In September 2023, Ray rejoined the Maryland Department of Transportation State Highway Administration as the Director of the Office of Planning and Preliminary Engineering. As of January 2025, he was promoted to Deputy Chief Engineer for Planning, Engineering, and Real Estate. In this role, he oversees the Offices of Planning, Highway Development, Structures, Environmental Design, and Real Estate. Ray is a registered Professional Engineer in Maryland, Virginia, and Delaware with over 35 years of experience in all phases and aspects of transportation planning, design, and the NEPA process. For his contributions to the industry, Ray was named the 2014 Maryland ASCE Engineer of the Year and 2015 Engineering Society of Baltimore Engineer of the Year. In January 2023, he was presented with the Pierce Flanigan, III Award of Excellence for Quality for his long-standing contributions to Maryland’s transportation industry.
