Zhibo Zhang is the Manager of the Traffic Engineering Branch at the District Department of Transportation, where he leads multimodal traffic engineering initiatives, including the citywide traffic signal optimization program, transit signal priority strategies, the development of innovative performance measures for multimodal road users, the development of DC MUTCD, and the review of diverse traffic engineering studies and modeling. He earned a PhD in Civil Engineering from Purdue University.
