Mark Luszcz was appointed DelDOT’s Chief Engineer in February 2025. He is responsible for delivering DelDOT’s annual capital program of nearly $600M and for leading DelDOT’s Division of Transportation Solutions, which includes over 450 staff members. Other responsibilities include development and implementation of the Delaware Strategic Highway Safety Plan; asset management; property management; development of legislation, policies, manuals, guidelines and standards; digital delivery initiatives; financial management; workforce development; traffic studies; railroad coordination; sign fabrication; maintenance of traffic control devices; oversized/overweight vehicle permitting; special events; and management of the 24/7/365 Transportation Management Center.
