Meghan Haggerty is the Chief Operating Officer of the Massachusetts Department of Transportation (MassDOT), where she leads enterprise-wide strategic planning, operational performance, and organizational improvement initiatives. In her role, she oversees the development and implementation of MassDOT’s Strategic Business Plan and leads the Office of Strategy Implementation and Efficiency (OSIE), partnering with operating divisions to advance performance improvement and drive organizational effectiveness across the agency. Meghan also currently serves as Program Manager for MassDOT’s Service Plaza Public-Private Partnership (P3) Program, overseeing one of the Commonwealth’s most significant transportation infrastructure procurement initiatives. Working closely with executive leadership, Meghan guides initiatives that support MassDOT’s mission to deliver safe, reliable, and accessible transportation services to residents, businesses, and visitors across the Commonwealth. Prior to serving as COO, Meghan held several leadership roles within MassDOT’s Highway Division, including Chief Administrative Officer and Chief of Staff. In those positions, she led major operational and workforce initiatives, including workforce transformation efforts following the COVID-19 pandemic, implementation of the Commonwealth’s workforce vaccine mandate, and accelerated hiring strategies to support delivery of federally funded infrastructure programs under the Bipartisan Infrastructure Law. She also spearheaded process improvements that reduced project delivery timelines and strengthened operational performance. Earlier in her career, Meghan held leadership positions with the City of Boston Mayor’s Office of Economic Development and the Massachusetts Port Authority. She holds an A.B. in Social Studies from Harvard College and a Master’s in Public Policy and Urban Planning from the Harvard Kennedy School.
